Before coming to what seems to me a critical point, a word on this latest attempt at disinformation and destabilisation by Nation agents. In the view of Star Fraction intelligence this exercise in leaking various rather dated and mildly uninteresting missives from capsuleers to CONCORD agents, mixed in with communications between CONCORD and other parties, is designed to serve two purposes.
The first, as Silas Vitalia so aptly puts it, is to engage in 'head games' with capsuleers fighting Nation and, in short, to destabilise efforts at organisation amongst capsuleers. I am inclined to the view that Nation has over-reached itself a trifle in this regard and the obviousness of the ploy is readily apparent to the thinking capsuleers.
The second, however, is rather more subtle and indeed it is just possible that the crass nature of the destabilisation attempt is itself an attempt to draw attention away from the more important disinformation purpose lying behind these leaks, and indeed aspects of the rather interesting 'Node 09' intercept. Put simply, the subtle ploy here is, in our view, an attempt to make us think that this ephemeral tittle-tattle and the leaking of it was the main purpose of the recent Monalaz constellation uplinking operation centred on Antem.
A couple of correspondents to this GalNet thread have correctly identified that, as per its usual need to engage in complicated psyops and double-bluff, there is a key document within this shotgun blast of piffle and rhodomontade.

So again, who are the Justiciars? Well, we in fact know who they are. Report ISHAEKA-0001 informs us that an Amarr Navy unit known as the 'Justiciar Squadron' was stationed in Stain as part of Operation Ishaeka 'Phase I'. To be precise, this squadron is identified as 'Amarr Navy, Tash-Murkon Contingent, Justiciar Squadron (Redeemer)' and was a component in Ishaeka's tactical response support force in Stain.
Now, note that the Justiciars are said to have relocated from Stain to Monalaz. Also note the concern with a 'deeper push' and the critical importance of Monalaz. Then please note that Monalaz is the only constellation with direct gate links to the EVE constellation.
Recent attacks are diversions. Nation is engaged in disinformation and psyops. They have a larger purpose and it intimately concerns something that CONCORD and its auxiliaries are doing in 'Phase II' of Operation Ishaeka.
